WhatsApp Business API in the UAE: Costs, Providers and When a Small Business Needs It

Meta charges per delivered message. On its AED rate card effective 1 October 2026, a UAE (+971) number costs AED 0.2115 per marketing message and AED 0.0576 per utility, authentication or service message, with the first 1,000 service messages free each month per business number. Your provider's own fee comes on top. A small business usually needs the API only when several staff share one number, it sends reminders or broadcasts at volume, or it wants WhatsApp linked to a CRM.

Key takeaways
  • Meta charges per delivered message by category and by the recipient's country code, not by where your business is based
  • UAE (+971) rates from 1 October 2026: marketing AED 0.2115, utility, authentication and service AED 0.0576 each (Meta AED rate card)
  • Service replies are free for the first 1,000 a month per business phone number, and all messages are free for up to 7 days after a click-to-WhatsApp ad chat
  • Providers (BSPs) add their own monthly fee or markup; ask for it in writing alongside Meta's rates
  • Most small businesses can start on the free WhatsApp Business app and move to the API when shared inboxes, volume or CRM links make it worth it

Most businesses in Sharjah, Ajman and Dubai already sell on WhatsApp through the free WhatsApp Business app on one phone. The WhatsApp Business API (Meta calls it the WhatsApp Business Platform) is the paid version that connects WhatsApp to software: a shared inbox for several staff, automatic reminders, broadcasts to opted-in customers, and links to a CRM or booking system. You pay Meta per message, and usually pay a provider as well.

This guide gives Meta's current UAE rates in dirhams, explains the free windows that cut the bill, shows what providers add, works through a labelled example, and helps you decide whether you need the API at all.

How much does the WhatsApp Business API cost in the UAE?

Meta has charged per delivered message since 1 July 2025. The price depends on two things: the message category and the country code of the person receiving it. Your business location does not change the rate. These are the rates on Meta's AED rate card, effective 1 October 2026:

Message categoryWhat it is used forRate to a UAE (+971) number
MarketingOffers, broadcasts, abandoned-cart nudges, re-engagementAED 0.2115 per message
UtilityBooking confirmations, order updates, appointment remindersAED 0.0576 per message
AuthenticationOne-time passwords and login codesAED 0.0576 per message
ServiceFree-form replies while a customer service window is openFirst 1,000 a month free per business number, then AED 0.0576

Meta also lists an authentication-international rate for the UAE (AED 0.1872) that applies only in specific cases described in its documentation. Rates change: the UAE marketing rate went up on 1 October 2025 and again on 1 October 2026, so check the current rate card before you budget.

The rate follows your customer's phone number

Many customers in the UAE keep a phone number from their home country. Meta charges the rate for the recipient's country code, so the same marketing message costs different amounts depending on who receives it:

Recipient's numberMarketingUtility and service
United Arab Emirates (+971)AED 0.2115AED 0.0576
Saudi Arabia (+966)AED 0.2115AED 0.0393
India (+91)AED 0.0433AED 0.0051
Pakistan (+92)AED 0.1737AED 0.0551
Egypt (+20)AED 0.2364AED 0.0132
United Kingdom (+44)AED 0.2330AED 0.0808

When WhatsApp messages are free

Meta lists two cases where it does not charge for a message a business sends:

  • The free entry point window. When someone messages you from a click-to-WhatsApp ad on the Android or iOS app and you reply within the customer service window, that reply opens a free entry point window that can stay open for up to 7 days. During it, Meta does not charge for marketing, utility, authentication or service messages. This is one reason click-to-WhatsApp ads suit UAE service businesses: the follow-up conversation costs nothing in Meta message fees.
  • The monthly service tier. Each business phone number gets 1,000 free service messages a month. They do not roll over, and Meta charges from the 1,001st.

Two rules shape how you message. A customer service window opens for 24 hours each time a customer messages or calls you, and resets when they message again; outside it you can only send approved templates. And you can only message people who have opted in: WhatsApp's Business Messaging Policy requires opt-in permission and says you must respect every request to stop.

One change from earlier years matters for budgets. Service replies were free from 1 November 2024, and utility messages sent inside an open service window were free from 1 July 2025. From 1 October 2026 Meta charges for both again, apart from the free tier and free entry point windows. Meta also says that if a messaging account has no payment method, service messages stop being delivered once the free tier is used up.

What providers charge on top of Meta

Most small businesses do not connect to the API directly. They use a Business Solution Provider (BSP) or a WhatsApp inbox tool built on Meta's Cloud API. The provider gives you the shared inbox, chatbots, broadcast tools and CRM links, and charges for that separately from Meta's message rates.

CostPaid toWhat to ask before you sign
Message chargesMeta (directly or passed through the provider)Do you pass Meta's rates through at cost, or add a markup per message?
Platform subscriptionProviderWhat is the monthly fee, how many agents and numbers does it include, and is there an annual lock-in?

Automation and integrationsProvider or developerWhich CRM, booking or e-commerce connections are included, and which are paid add-ons?

We have not listed provider prices here because they change often and depend on agents, numbers and features. Ask each provider for a written quote that separates their fee from Meta's message charges, so you can compare like for like.

Worked example: a Sharjah clinic's monthly WhatsApp bill (hypothetical)

This is an illustration, not a client result. A clinic in Sharjah sends one offer a month to 2,000 opted-in patients, 1,500 appointment reminders, and 1,800 free-form replies. All numbers are UAE (+971), and no chats came from ads.

MessagesCalculationMeta charge
2,000 marketing (monthly offer)2,000 x AED 0.2115AED 423.00
1,500 utility (reminders)1,500 x AED 0.0576AED 86.40
1,800 service (replies)First 1,000 free, then 800 x AED 0.0576AED 46.08
Total to MetaAED 555.48 a month, before the provider's fee and any VAT

The marketing broadcast is most of the bill. Sending it to a smaller, recently active list, or replacing it with a click-to-WhatsApp ad that brings people into a free entry point window, changes the cost more than anything else.

Do you need the API, or is the free WhatsApp Business app enough?

SituationUsually enough
One or two people answer enquiries from one phoneWhatsApp Business app
Leads come mainly from click-to-WhatsApp ads and you reply by handWhatsApp Business app, with fast replies
Several staff must answer from one number, with chats assigned and trackedAPI with a shared inbox
You send booking confirmations or reminders automaticallyAPI (utility templates)
You want every chat logged in a CRM or linked to ordersAPI with an integration
You broadcast offers to thousands of opted-in customersAPI (marketing templates), budgeting per message

In our experience the bigger problem for small businesses in Sharjah and Ajman is not the tool but the reply speed and the follow-up. Our guide on how to get more WhatsApp enquiries covers that, and our UAE WhatsApp lead cost benchmarks show what a click-to-WhatsApp conversation actually cost across 21 ad accounts in 2026.

How to set up the WhatsApp Business API, step by step

  1. Decide what the API must do. Shared inbox, reminders, broadcasts or CRM links. This decides which provider fits.
  2. Choose a provider and get a written quote that separates their fee from Meta's rates.
  3. Prepare your business details. A Meta Business portfolio, your trade licence details and the phone number you will use. A number already on the WhatsApp Business app has to be migrated, so plan the switch for a quiet day.
  4. Add a payment method to the messaging account, or service replies stop after the free 1,000.
  5. Create and submit templates for reminders, confirmations and offers, in English and Arabic if your customers use both.
  6. Collect opt-in properly on forms, at checkout or in the chat, and honour every stop request.
  7. Connect click-to-WhatsApp ads if you advertise, so the follow-up chat falls in the free entry point window.

Checklist before you pay for the API

  • You know which of the four message categories you will send, and roughly how many a month.
  • You have checked what share of your customers have non-UAE numbers.
  • The provider's fee and Meta's charges are quoted separately, with any markup stated.
  • You know who owns the number, the templates and the chat history if you change provider.
  • You have an opt-in method and a way to record opt-outs.
  • Someone is responsible for replying within minutes during business hours.

Frequently asked questions

Is the WhatsApp Business app free in the UAE?

Yes. The WhatsApp Business app is free to download and use on one phone. Meta's per-message charges apply to the WhatsApp Business Platform (the API), not to the app.

How much does one WhatsApp marketing message cost in the UAE?

AED 0.2115 per delivered marketing message to a UAE (+971) number, on Meta's AED rate card effective 1 October 2026. Messages to numbers from other countries are charged at that country's rate.

Are replies to customers free on the WhatsApp API?

The first 1,000 service replies each month are free per business phone number. After that, Meta charges AED 0.0576 per service message to a UAE number. All messages are free during a free entry point window opened by a click-to-WhatsApp ad chat.

Can I pay Meta in dirhams?

Yes. Meta added AED billing on 1 April 2026. The currency is chosen when the messaging account is created, and Meta offers a migration API to change it later.

Do I need the API to run click-to-WhatsApp ads?

No. Click-to-WhatsApp ads work with the WhatsApp Business app too. The API helps when many chats arrive at once and several people need to answer them from one number.

Can UpStream set this up?

We run click-to-WhatsApp campaigns and build the landing pages and follow-up around them as part of our lead generation service. If you need the API, we help you choose a provider and set up templates and opt-in, and we tell you plainly when the free app is enough.
