- Clinic ads in the UAE need a licence or approval: MOHAP federally, plus the emirate authority that licenses the facility
- Dubai's 2026 DHA standards ban absolute claims such as "the best", "100%", "guaranteed success" and "no side effects"
- MOHAP lists its social media healthcare advertising licence at AED 1,000 a month or AED 3,000 a year, plus AED 100 to apply
- Meta requires cosmetic treatment ads to target people aged 18 or over and bans hooks that attack someone's appearance
- Consultation offers, treatment pages, doctor-led education and fast WhatsApp replies work well within the rules
Aesthetic and dental clinics in the UAE are some of the busiest advertisers on Instagram, Facebook and Google, and they are also the most tightly regulated. A post that would be fine for a salon, such as "the best results in Dubai, guaranteed", can break health advertising rules when a clinic publishes it. This guide explains what the rules in Dubai, Sharjah and Ajman say in 2026, what still works within them, and what a compliant marketing month costs.
It is written for clinic owners, medical directors and marketing managers. It is a practical summary, not legal advice: always check the current rules with your licensing authority before you publish.
Who regulates clinic advertising in Dubai, Sharjah and Ajman?
Two layers apply to most clinics. The federal Ministry of Health and Prevention (MOHAP) issues licences for healthcare advertisements, including a specific licence for healthcare advertising on social media. The emirate health authority that licenses your facility adds its own rules and approvals on top.
| Where the clinic is licensed | Main rules to follow | What to plan for |
|---|---|---|
| Dubai (DHA-licensed) | DHA Medical Advertising Content Standards for Social Media (circular CIR-2026-00000144, August 2026), plus the MOHAP advertising licence | Banned claims list, medical director approval for posts that name the facility, written patient consent |
| Sharjah (SHA-licensed) | Sharjah Health Authority "medical advertisement licence", which requires MOHAP approval to be attached | Submit each advertisement (images, PDF or video); SHA lists 8 working days for processing |
| Ajman and the other northern emirates | The MOHAP healthcare advertising licence and the rules of the authority that licenses your facility | Confirm with your licensing authority which approvals apply before the campaign starts |
The practical point is the same everywhere: clinic advertising needs approval time built into the content calendar. A reel filmed on Monday cannot always go live on Tuesday.
What did Dubai's 2026 social media standards change?
In August 2026 the DHA Health Regulation Sector issued standards for medical advertising content on social media. News coverage in early September 2026 summarised the main points. They apply to DHA-licensed facilities and professionals on platforms including Instagram, Facebook, TikTok, YouTube, Snapchat, WhatsApp and LinkedIn, and to influencers and staff who promote a facility.
- Absolute and exaggerated claims are banned. Reported examples include "the best", "the only", "100%", "guaranteed success", "no side effects", "immediate results", "miracle" and "magic".
- No superiority claims. A facility cannot say it is better or safer than others, and a doctor cannot claim unique skills or a secret treatment.
- No fear-based selling. Ads must not scare people about their health to push a treatment.
- Claims about results need evidence.
- The medical director approves content that names the facility or its location before it is published.
- Content filmed on the premises is the facility's responsibility, even if a staff member records it on a personal phone and posts it on their own account.
- Patient statements need documented written consent, limited to the specific purpose and period agreed.
What is allowed, according to the same coverage: clear facts about the services offered, contact details and opening hours, approved qualifications and titles, safety and quality accreditations, and evidence-based health information.
Do clinics need a MOHAP licence to advertise on social media?
MOHAP offers a "Licence for Healthcare Advertisement on Social Media", applied for through the MOHAP website or app with UAE PASS. At the time of writing, its service page lists an application fee of AED 100 and a licence of AED 1,000 per month or AED 3,000 per year. MOHAP's fee schedule also appears to charge per language, per account and per piece of content, so confirm the exact fee for your accounts before you budget.
If you plan to advertise all year, the annual option is cheaper than twelve monthly licences on these published figures. Separate MOHAP licences exist for other formats, such as a healthcare advertisement on a website or digital link, or in a medical directory.
What do Meta's own rules say about clinic ads?
Facebook and Instagram add a second rulebook on top of the UAE rules. Meta's Health and Wellness advertising standards (last changed 22 July 2026) say:
- Ads for cosmetic products, procedures or surgeries must be targeted to people aged 18 or over.
- Within that 18+ targeting, Meta's policy allows general cosmetic procedure ads that show a before-and-after transformation.
- Ads must not contain statements that attack a person's appearance, body parts or hygiene ("Tired of your wrinkles?" style hooks).
- Weight loss ads must not close up on a body area by pinching fat, and must not claim results from a wearable product alone.
Meta allowing a before-and-after image does not make it acceptable under UAE health rules. If your authority restricts before-and-after use or requires approval, that is the rule that counts.
What still works for clinic marketing within the rules?
Compliance removes the lazy shortcuts, not the results. These approaches work well for aesthetic, dental and other private clinics in Sharjah, Ajman and Dubai:
- Consultation offers, not outcome promises. "Book a skin consultation with Dr X" is clear and compliant. "Flawless skin in one session" is not.
- Treatment-by-treatment pages. One page each for laser hair removal, fillers, implants or whitening, explaining who it suits, how it works, recovery and risks in plain language. These pages rank for treatment searches and give ads a relevant landing page.
- Doctor-led education. Short reels where an approved, named practitioner explains a treatment honestly build trust and stay within the "evidence-based information" category.
- A complete Google Business Profile. Real photos, accurate categories, opening hours and genuine reviews. Never offer discounts in exchange for reviews.
- Fast WhatsApp replies with a clear next step. Most clinic enquiries from Meta arrive as WhatsApp chats. The clinic that replies quickly with a price range and an appointment slot usually wins the booking.
- An approval step in the calendar. Plan the month, get medical director sign-off and any licence approvals, then schedule. This also protects the clinic if a post is questioned later.
Real clinic campaign results from accounts we manage
These figures come from Meta Ads Manager on clinic accounts UpStream manages. A conversation is counted when someone starts a WhatsApp chat from the ad; it is an enquiry, not a confirmed booking. They are historical results, not a forecast. Cost depends on the treatment, offer, budget, creative and how fast the clinic replies.
| Clinic and treatment | Emirate | WhatsApp conversations | Cost per conversation | Period |
|---|---|---|---|---|
| Laser hair removal (Candela) | Sharjah | 6,399 | AED 0.88 | 1 Jun to 26 Sep 2026 |
| Aesthetic clinic, 18 campaigns | Dubai | 2,228 (best ad set) | from AED 0.95 | 1 May to 26 Sep 2026 |
| Gynaecology clinic | Sharjah | 2,339 | AED 1.71 | 1 Jul to 26 Sep 2026 |
| Lip filler | Sharjah | 2,265 | AED 2.16 | 1 Jul to 26 Sep 2026 |
| Hair transplant | Dubai | 908 | AED 2.61 | 1 May to 26 Sep 2026 |
| Weight loss | Ajman | 888 | AED 3.83 | 1 Jul to 26 Sep 2026 |
Higher-ticket treatments usually cost more per enquiry. A microblading studio in Dubai we run saw AED 13.41 per conversation, which is normal for a premium service. See all figures on our campaign results page.
What does compliant clinic marketing cost per month?
Plan for three or four separate costs: the agency fee, the ad budget paid to Meta or Google, the advertising licence, and any photo or video production.
- Social media and Meta ads management: from AED 499 a month (Starter Social, which includes Meta ads management). Ad spend is separate, from about AED 20 to 30 a day.
- SEO for treatment searches: AED 799 a month with a 4-month minimum.
- MOHAP social media advertising licence: AED 100 application, then AED 1,000 a month or AED 3,000 a year on MOHAP's published figures.
Hypothetical example, not a quote or forecast: an Ajman skin clinic starting with Starter Social (AED 499), AED 30 a day on Meta (about AED 900 a month) and a monthly MOHAP licence (AED 1,000) would spend about AED 2,400 in its first month, plus the AED 100 application fee. Choosing the annual licence instead would cost AED 3,000 once and lower the monthly running cost after that. Our Meta ads cost guide explains how budgets are spent day to day.
Clinic advertising checklist before you publish
- Is the clinic, and every practitioner named, licensed for the treatment advertised?
- Does the advertisement have the licence or approval your authority requires, and is the approval still valid for this version?
- Have you removed absolute words ("best", "only", "100%", "guaranteed", "no side effects", "instant")?
- Does every result claim have evidence, and is it worded as typical rather than promised?
- Is there no fear-based hook and no statement criticising the viewer's appearance?
- Do you hold written consent for any patient face, voice or statement, for this purpose and period?
- Has the medical director approved the post?
- Is the Meta audience set to 18+ for cosmetic treatments?
- Does the ad lead to a page or WhatsApp reply that gives a clear, honest next step?
Frequently asked questions
Can aesthetic clinics in Dubai use before-and-after photos?
Meta's policy allows general cosmetic before-and-after ads targeted at adults, but UAE health rules apply first. Check the current DHA standard and your advertising approval, keep images unedited, hold written patient consent and never present a result as guaranteed.
Can a clinic advertise discounts and offers?
Offers are common, but they still go through your authority's advertising rules and approval. State the treatment, price and conditions clearly, and avoid pressure wording that plays on fear or urgency about health.
Do influencers need approval to promote a Dubai clinic?
Under the 2026 DHA standards as reported, influencers, professionals and staff who name a facility or its location must get approval first.
Is Google Ads easier than Meta for clinics?
Not necessarily. Google has its own healthcare policies and UAE health rules still apply to the ad text and landing page. Google Ads works well for high-intent treatment searches; Meta works well for WhatsApp consultation enquiries. Many clinics use both. See our Meta Ads versus Google Ads guide.
Does a compliant ad get fewer enquiries?
Not necessarily. Clear facts, an honest consultation offer and a named practitioner still give people a reason to message. What lowers enquiries most often is a slow reply, a vague offer, or an ad that is rejected and stops running.
