- Ad spend (paid to Google) and the management fee are separate costs; always ask for them on separate lines
- UpStream Google Ads management is AED 999 a month on a three-month minimum, with ad spend usually from about AED 50 a day
- Cost per click is set by an auction: keywords, competitors and ad quality matter more than the emirate
- One UAE account we manage averaged AED 1.15 a click over 21 campaigns; that is a historical average, not a forecast
- Judge Google Ads by cost per enquiry, which needs a landing page and call, WhatsApp and form tracking
Google Ads in Sharjah, Ajman or Dubai costs two separate things. The first is the ad spend, which you pay to Google for clicks. The second is the management fee, which you pay to whoever builds and runs the account. UpStream's Google Ads management is AED 999 a month on a three-month minimum, and it includes dedicated landing pages for the ads. Ad spend is separate and usually starts from about AED 50 a day. What each click costs comes from Google's auction, so it is set by your keywords, your competitors and the quality of your ads and landing page, not by the emirate you trade from.
This guide explains each cost and shows how a daily budget turns into a monthly bill. It covers what moves cost per click, gives a worked budget example and lists what to check before you sign with an agency in Sharjah, Ajman or Dubai.
The short answer, then the conditions
- Management fee: UpStream charges AED 999 a month for Google Ads management. That covers search campaigns on buying keywords, dedicated landing pages for the ads, negative keyword work, call, WhatsApp and form tracking, and a monthly report. Google Ads is also part of the All-in-One package at AED 1,999 a month, together with social media and SEO.
- Ad spend: you pay this to Google directly, on your own account. About AED 50 a day is a sensible starting point for search. A larger budget gathers data faster, but it does not fix a weak offer or landing page.
- Minimum term: the standalone plan has a three-month minimum, because the landing pages are built in and the campaigns need a learning period.
- Location: a Sharjah-based team can run campaigns for an Ajman or Dubai business remotely. You target the areas you serve in the campaign settings, and there is no city surcharge.
Before you budget, confirm the current terms and how VAT applies with us. Your accountant can tell you how tax applies to the invoices Google sends.
Ad spend versus management fee
Most confusion about Google Ads pricing comes from mixing these two up. Ask every provider to put them on separate lines.
| Cost | Who you pay | What decides it |
|---|---|---|
| Ad spend | Google, on your own account | The daily budget you set, and the cost per click your keywords reach in the auction |
| Management fee | The agency or freelancer | How many campaigns, keywords and locations there are, and whether landing pages and tracking are included |
| Landing pages | Often charged as an extra by other providers | The number of pages and offers. UpStream includes them in the AED 999 plan |
| Tracking setup | Usually part of the setup | Whether calls, WhatsApp clicks and forms are measured, which decides whether you can see cost per enquiry |
A low management fee with no landing page and no tracking can cost you more overall. Paid clicks that land on a homepage, and enquiries no one can measure, make it impossible to tell which keywords pay back.
How a daily budget becomes a monthly bill
In Google Ads you set an average daily budget, not a monthly one. Google's own help pages say that on a given day a campaign might spend up to twice its average daily budget when traffic is high. Over a month, it will charge no more than 30.4 times the average daily budget.
| Average daily budget | Most you can be charged in a month | Plus UpStream management |
|---|---|---|
| AED 50 a day | AED 1,520 (50 x 30.4) | AED 999 a month |
| AED 100 a day | AED 3,040 (100 x 30.4) | AED 999 a month |
These are the maximums from Google's billing rule, not targets. The table shows the arithmetic only. Agree your budget with us before launch, and we never spend more than you approve.
What decides your cost per click
Google runs an auction every time someone searches. According to Google, your actual cost per click is often less than your maximum bid. You pay the amount needed to beat the Ad Rank of the advertiser below you. Ad Rank combines your bid with ad quality: expected clickthrough rate, ad relevance and landing page experience. It also takes in the searcher's context and the competition in that auction. In practice, four things move what you pay.
Your keywords
A broad search like "cleaning" attracts many advertisers and many browsers. A specific search like "sofa deep cleaning in Al Nahda" attracts fewer, and the people typing it are closer to buying. Specific buying keywords, plus negative keywords that block irrelevant searches, are the biggest lever you control.
Your competitors
Sectors where a single customer is worth a lot usually have more advertisers bidding, so clicks cost more. Insurance and property are examples. The same service can also face different competition in different areas. The only reliable figure for your business comes from your own account's data once it has run for a few weeks.
Your ad and landing page quality
Google rewards ads that match the search and pages that deliver on the ad. An ad for "AC repair in Ajman" that lands on a page about AC repair in Ajman, with a clear way to call or message, usually does better than one that lands on a general homepage.
Where you show
Google notes that cost per click is often higher for ads above the search results than for ads below them. Being first is not always the most profitable spot.
A real account average, and what it does not mean
We publish the figures from one UAE Google Ads account we manage. Between February 2025 and September 2026 it ran 21 search campaigns and received 80.5K clicks. The average cost per click was AED 1.15, on AED 92,800 of ad spend that the client paid to Google directly. At that same historical average, AED 50 a day would buy about 43 clicks and AED 100 a day about 87.
That is one account's average across all of its keywords, not a forecast for yours. Clicks are visits, not enquiries. You can see the account overview and how it was measured on our Google Ads management page and in our campaign results.
Worked example: a first month for a Sharjah service business
This is a hypothetical illustration, not a result or a forecast. A home-services business in Sharjah also takes jobs in Ajman. It sets AED 50 a day on search campaigns targeting both emirates, using keywords for the specific services it sells.
- Most ad spend in a month: AED 1,520, under Google's 30.4 rule.
- Management: AED 999, including a dedicated landing page and call, WhatsApp and form tracking.
- Most total for the month: AED 2,519 before any VAT.
- How to judge it: divide the ad spend by tracked enquiries. If the month brought 30 enquiries from AED 1,500 of spend, that would be AED 50 per enquiry. Whether that is good depends on what an average job is worth to you and how many enquiries you close.
The month-one number is a starting point. Most improvement comes from the search terms report: adding negative keywords, pausing keywords that don't convert and moving budget to the ones that do.
Sharjah, Ajman and Dubai: what actually differs
Google Ads lets you target by country, region, city or a radius around a location. A business in Sharjah can show ads only to people searching in Sharjah and Ajman, add Dubai later, or set a radius around its branch. The management fee does not change by emirate. What changes is:
- Delivery or service area: only target the areas you can actually serve. Clicks from people you cannot serve are wasted spend.
- Competition: more advertisers in an area and a sector usually mean higher click costs. Test before you widen the targeting.
- Language: many buyers search in both English and Arabic. Ads and landing pages should match the language of the keyword.
- Landing pages: a page that names the area and the service matches the search better than one generic page for the whole UAE.
Checklist: comparing Google Ads quotes
- Is the management fee shown separately from ad spend?
- Will the account be in your name, so you keep it and its history if you leave?
- Are dedicated landing pages included, or charged as an extra?
- Will calls, WhatsApp clicks and form fills be tracked before launch?
- How often are search terms reviewed and negative keywords added?
- What is the minimum term, and what happens when it ends?
- Does the monthly report show cost per enquiry, with the source of each figure, rather than only clicks and impressions?
To check the basics before you spend anything, read before you start a Google Ads campaign. If you are getting clicks but no enquiries, the cause is often the page, not the ads. See landing page clicks but no enquiries.
Google Ads cost questions
What is the minimum budget for Google Ads in the UAE?
Google does not set a minimum budget. For search campaigns we usually start from about AED 50 a day. A very low budget may not gather enough clicks to show which keywords convert.
Is the management fee included in the ad spend?
No. The management fee pays for running the account. Ad spend goes to Google, on your account, and is always shown separately.
Is Google Ads more expensive in Dubai than in Sharjah or Ajman?
There is no fixed price by emirate. Cost per click comes from the auction for each keyword, so it depends on how many advertisers bid in your sector and area. Start with the areas you serve best, then compare cost per enquiry before you expand.
How long before Google Ads brings enquiries?
Ads can show as soon as they are approved. The first weeks are about learning which searches convert and cutting waste. That is why our standalone plan has a three-month minimum.
Should I choose Google Ads or Meta Ads?
Google Ads reaches people already searching for your service. Meta Ads creates demand among people who are not searching yet. Our comparison of Meta Ads and Google Ads for UAE businesses covers when each fits.
